My only immediate concerns with the document are that:
1. Its on google docs (really I think it deserves its own, dedicated webpage.)
2. "You are aware that all information published on the site, the forums, and the FlyHigh Twitter account is property of FlyHigh unless otherwise noted." I don't think its fair to lay claim to all information posted on the forums, if someone does a nice RP post or Chi like story or makes a livery and it is uploaded then you have should not claim rights to it. It should remain with the author.
3. Under the rather vague UK law (Don't know about the US) then putting that you are using cookies in your T&C's is not sufficient and could land you fine, you either need a pop-up or a notice in the banner. (like this one http://app.cookieassistant.com/popups/new)
4. "[b]You agree to not use for a service or website other than FlyHigh[/b], alter, or duplicate any part of the site or the forums without written consent from all administrators." Now I know what your trying to get across here, but to my interpretation of it is that I can no longer use any websites apart from Flyhigh (no Google ect.). I think a better wording is "You agree to not use a service or website with the intent to alter or duplicate any part of the site or the forums without written consent from all administrators."

At present I would not sign up to a site with such conditions (Particularly 2)
